The Digital Learning Plan originates primarily from three major projects and government guidelines that manage the funds and specify its strategic lines of action.

With the aim of mitigating the consequences of the pandemic and achieving a more sustainable, inclusive and resilient economy and society, the European Union created #NextGenerationEU, a programme of funds to support reforms and investments in member countries. This programme is channelled through Spain’s Recovery, Transformation and Resilience Plan (RTRP), whose purpose is to promote the recovery of the Spanish economy and society between 2021 and 2023.

Derived from this plan arises the Territorial Cooperation Programme that, in turn, is carried out in two lines of action: the Programme for the Digitalisation of the Educational Ecosystem (#EcoDigEdu), and the Programme for the Improvement of the Digital Competence of Educators (#DigCompEdu).
