ENED was created as an initiative led by the European Use, Promotion and Programmes Service of the Directorate General for Educational Planning and Language Policy, with the aim of creating a space for cooperation and dialogue between the regional administrations of different European countries. This network aims to strengthen transnational collaboration in the educational field, facilitating the exchange of experiences, knowledge and innovative solutions to the common challenges faced by educational systems in Europe.

ENED already has the active participation of a large number of regional administrations in Europe, which share the commitment to improve their educational systems through international cooperation. Although the agreements within the network are non-binding, each member contributes its experience and knowledge to reach joint solutions to educational challenges.
